9TH INDIA–SRI LANKA COAST GUARD HIGH-LEVEL MEETING STRENGTHENS BILATERAL MARITIME COOPERATION
The 9th India–Sri Lanka Coast Guard High-Level Meeting (HLM) was successfully held on 03rd November 2026 at the Sri Lanka Coast Guard Headquarters, bringing together senior representatives of the Indian Coast Guard (ICG) and the Sri Lanka Coast Guard (SLCG). The Indian delegation was headed by Director General Paramesh Sivamani, Director General of the Indian Coast Guard, while the Sri Lankan delegation was headed by Rear Admiral Ruwan Rupasena, Director General of the Sri Lanka Coast Guard. The meeting was co-chaired by the two Directors General. Mrs. Nayomi, Senior Assistant Secretary (Civil Security and Development Branch), Ministry of Defence, Sri Lanka, and Capt. M. Anand, Defence Adviser of the High Commission of India in Colombo, also attended the meeting.
The meeting served as an important platform to further strengthen bilateral maritime cooperation through enhanced operational coordination, capacity-building, professional training and the exchange of expertise and best practices. Key areas discussed included Search and Rescue (SAR) coordination, maritime pollution preparedness and response, information sharing and Maritime Domain Awareness (MDA), standardisation of communication procedures, and the establishment of mechanisms for sharing operational experiences and lessons learned, particularly in Humanitarian Assistance and Disaster Relief (HADR). These engagements aim to enhance the collective operational capabilities of both Coast Guards.
The High-Level Meeting is an annual bilateral engagement conducted alternately in India and Sri Lanka under the framework of the Memorandum of Understanding (MoU) between the two Coast Guards. The 7th HLM was held in Colombo, Sri Lanka, in 2024, while the 8th meeting took place in New Delhi, India, in 2025.
The 9th HLM further reinforced the longstanding friendship and professional relationship between the two agencies, reaffirming their shared commitment to strengthening operational capabilities, enhancing regional maritime security and ensuring a safe, secure and sustainable maritime environment in the Indian Ocean region.

9 වන ඉන්දු–ශ්‍රී ලංකා වෙරළාරක්ෂක ආයතන ප්‍රධානීන්ගේ සමුළුව (High-Level Meeting – HLM) 2026 නොවැම්බර් මස 03 වන දින ශ්‍රී ලංකා වෙරළාරක්ෂක දෙපාර්තමේන්තු මූලස්ථානයේදී සාර්ථකව පැවැත්විණි. ඉන්දීය වෙරළාරක්ෂක දෙපාර්තමේන්තුවේ අධ්‍යක්ෂ ජනරාල්, අධ්‍යක්ෂ ජනරාල් පරමේෂ් සිවාමනි මහතාගේ ප්‍රධානත්වයෙන් ඉන්දීය නියෝජිත පිරිස ද, ශ්‍රී ලංකා වෙරළාරක්ෂක දෙපාර්තමේන්තුවේ අධ්‍යක්ෂ ජනරාල් රියර් අද්මිරාල් රුවන් රූපසේන මහතාගේ ප්‍රධානත්වයෙන් ශ්‍රී ලංකා නියෝජිත පිරිස ද මෙම සමුළුවට සහභාගී වූහ. සමුළුව දෙපාර්ශ්වයේ අධ්‍යක්ෂ ජනරාල්වරුන්ගේ සම සභාපතිත්වයෙන් පැවැත්විණි. මීට අමතරව, ශ්‍රී ලංකා ආරක්ෂක අමාත්‍යාංශයේ සිවිල් ආරක්ෂාව හා සංවර්ධන ශාඛාවේ ජ්‍යෙෂ්ඨ සහකාර ලේකම් සහ කොළඹ ඉන්දීය මහ කොමසාරිස් කාර්යාලයේ ආරක්ෂක උපදේශක කපිතාන් එම්. ආනන්ද් යන මහත්ම මහත්මීන් ද මෙම අවස්ථාවට සහභාගී වූහ.
දෙරටේ වෙරළාරක්ෂක ආයතන අතර පවතින ද්විපාර්ශ්වික සමුද්‍රීය සහයෝගීතාව තවදුරටත් ශක්තිමත් කිරීමේ අරමුණින් මෙහෙයුම් සම්බන්ධීකරණය වැඩිදියුණු කිරීම, වෘත්තීය පුහුණු අවස්ථා පුළුල් කිරීම මෙන්ම දැනුම, විශේෂඥතාව සහ මෙහෙයුම් පිළිබඳ හොඳම පරිචයන් හුවමාරු කර ගැනීම සම්බන්ධයෙන් මෙහිදී අවධානය යොමු කෙරිණි. ඒ අනුව, සෙවීම් හා මුදාගැනීමේ මෙහෙයුම් (SAR) සම්බන්ධීකරණය ශක්තිමත් කිරීම, සමුද්‍රීය පරිසර දූෂණයට සූදානම් වීම සහ ඊට ප්‍රතිචාර දැක්වීමේ හැකියාව වර්ධනය කිරීම, තොරතුරු හුවමාරුව සහ සමුද්‍රීය කලාපීය දැනුවත්භාවය (Maritime Domain Awareness – MDA) වැඩිදියුණු කිරීම, සමුද්‍රීය මෙහෙයුම්වලදී සන්නිවේදන ක්‍රියාපටිපාටි ප්‍රමිතිගත කිරීම මෙන්ම මානුෂීය ආධාර හා ආපදා සහන මෙහෙයුම් (HADR) ඇතුළු මෙහෙයුම් අත්දැකීම් සහ උගත් පාඩම් හුවමාරු කර ගැනීම සඳහා ක්‍රමවේදයන් ස්ථාපිත කිරීම පිළිබඳව සාකච්ඡා කෙරිණි. මෙමගින් දෙරටේ වෙරළාරක්ෂක ආයතනවල සමස්ත මෙහෙයුම් හැකියාවන් තවදුරටත් වර්ධනය කිරීම අපේක්ෂා කෙරේ.
දෙරටේ වෙරළාරක්ෂක ආයතන අතර පවතින අවබෝධතා ගිවිසුමට (MoU) අනුව වාර්ෂිකව පැවැත්වෙන මෙම ද්විපාර්ශ්වික සමුළුව ඉන්දියාව සහ ශ්‍රී ලංකාව අතර වාර්ෂිකව සංවිධානය කරනු ලබයි. මෙහි 7 වන සමුළුව 2024 වසරේදී ශ්‍රී ලංකාවේ කොළඹදී පැවැති අතර, 8 වන සමුළුව 2025 වසරේදී ඉන්දියාවේ නවදිල්ලි නුවරදී පැවැත්විණි.
9 වන ඉන්දු–ශ්‍රී ලංකා වෙරළාරක්ෂක ආයතන ප්‍රධානීන්ගේ සමුළුව මගින් දෙරටේ වෙරළාරක්ෂක ආයතන අතර පවතින දිගුකාලීන මිත්‍රත්වය සහ වෘත්තීය සබඳතාව තවදුරටත් ශක්තිමත් වූ අතර, මෙහෙයුම් හැකියාවන් වර්ධනය කිරීම, කලාපීය සමුද්‍රීය ආරක්ෂාව තහවුරු කිරීම සහ ඉන්දියානු සාගර කලාපය තුළ ආරක්ෂිත හා තිරසාර සමුද්‍රීය පරිසරයක් පවත්වාගෙන යාම සඳහා දෙරටේ පොදු කැපවීම යළිත් තහවුරු කෙරිණි.
